DESCRIPTION:“From misleading news stories around the 2018 Brazil elections to a lynching linked to false social media messages in India in 2019\, the deluge of digital disinformation is affecting communications in many countries around the world. \nThe situation is particularly concerning in emerging democracies\, where availability and affordability of digital communication technologies have facilitated production and distribution of false or misleading digital content among populations with low levels of media and digital literacy. At the same time\, we are witnessing false narratives spreading across countries and across platforms often orchestrated by networks of operatives coordinating attacks internationally. \nWhile several academic workshops have been organized on the topic of disinformation\, little attention has been paid to the examination of disinformation from comparative and international perspectives. \nThe Workshop on Disinformation to be held at Harvard University in Cambridge\, MA on October 4\, 2019 will feature scholars from around the world discussing their research on the prevalence\, impact\, and diffusion of disinformation.”

This two-day workshop aims to gather evidence into the operations and impact of digital disinformation in the context of recent Asian elections. \nThe conference approaches Asia as a site in which disinformation in various digital and analog forms have not only deep local histories but also radical acceleration and innovation the likes of which have little to no precedent in advanced liberal democracies in the West. Many Asian countries lead in both scale and intensity of technological adoption and use while serving as “laboratories” for testing and experimentation by Big Tech firms\, with minimal oversight and accountability to the potentially grave consequences of algorithmic tweaks\, the dispersed labor of content moderation\, and new platform rollouts. In this book\, the author argues that in the context of increasing partisan polarization among American political elites\, the way we communicate on Facebook uniquely facilitates psychological polarization among the American public.Frenemies introduces the END Framework of social media interaction. END refers to a subset of content that circulates in a social media ecosystem: a personalized\, quantified blend of politically informative expression\, news\, and discussion seamlessly interwoven into a wider variety of socially informative content. Scrolling through the News Feed triggers a cascade of processes that result in negative attitudes about those who disagree with us politically. The inherent features of Facebook\, paired with the norms of how people use the site\, heighten awareness of political identity\, bias the inferences people make about others’ political views\, and foster stereotyped evaluations of the political out-group. \nBiography: Jaime Settle is the David and Carolyn Wakefield Term Associate Professor of Government at the College of William & Mary. She is a scholar of American political behavior with expertise in the fields of political psychology and communication. Settle’s research focuses on how political interactions—in both face-to-face and online contexts—affect the way individuals perceive conflict in their environment\, evaluate other people\, and engage within the political system. She integrates tools from other disciplines—such as behavior genetics\, psychophysiology\, and data science—to inform our approach in understanding key questions within political science. Settle has published 20 peer-reviewed manuscripts or chapters in venues such as Nature\, the Proceedings of the National Academy of Sciences\, the American Journal of Political Science\, and the Journal of Politics. In 2018\, her first book Frenemies: How Facebook Polarizes America was published by Cambridge University Press and won a best book award from the Experiments in Politics section and an honorable mention from the Political Networks section of the American Political Science Association. She serves on the board of the American National Election Study and is an associate editor at the Journal of Experimental Political Science. Settle received her B.A. in Political Science from the University of Richmond and her Ph.D. in Political Science from the University of California at San Diego. During this day-long workshop\, we aim to look at and evaluate tensions around the development of AI technology\, its social and political implications\, and the unintended effects that diversity and inclusion in AI have on different groups. \nAs has been evident\, technology and inclusion efforts have not always gone together seamlessly. For instance\, if we look at the popular rise of facial recognition tools over the past few years\, people of color have been excluded from the design and implementation process. The tools are often discriminatory\, fail to recognize people of color\, and at times\, misgender them. However\, in parallel\, facial recognition technology is increasingly integrated into police and state surveillance tools\, and perfecting that technology could significantly further impact communities that are already over-policed and over-surveilled. \nThis has led us to call out\, “Please Don’t Include Us.” During the convening\, we hope to bring these tensions to the forefront of conversations around AI development. We invite participation from people interested in exploring how to: \n1. Support the development of the network of community-based researchers and tech workers who are assessing the social impacts of AI \n2. Increase knowledge across this network of the ethical and legal implications of big data and inclusion \n3. SUMMARY:Forum on Internet Freedom in Africa (FiFAfrica)
DESCRIPTION:“On September 23-26\, 2019 the Collaboration on International ICT Policy for East and Southern Africa (CIPESA) will host the sixth Forum on Internet Freedom in Africa (FIFAfrica). This landmark event convenes a spectrum of stakeholders from across the internet governance and online rights arenas in Africa and beyond to deliberate on gaps\, concerns and opportunities for advancing privacy\, free expression\, non-discrimination and the free flow of information online. \nThis year\, FIFAfrica will take place in Addis Ababa\, Ethiopia\, where since April 2018 the new Ethiopian government has undertaken unprecedented political and economic reforms. These have included release from jail of thousands of prisoners\, announcing plans to liberalise the telecom\, aviation\, and transportation sectors\, and dropping charges against many opposition leaders\, bloggers\, and activists. On the internet freedom front\, the new administration has restored mobile and broadband internet services that had been disrupted since 2016\, and unblocked 246 websites\, blogs\, and news sites that had been inaccessible for over a decade. These pivotal developments serve as an avenue to advance more progressive efforts on internet governance and promotion of human rights online\, not only in the country that hosts the African Union (AU) but on the continent at large. \nHosting FIFAfrica in Addis Ababa is also in keeping the stride of expanding the conversation\, as well as knowledge and skills development to different parts of the continent. In its inaugural years\, the Forum took place in Kampala\, Uganda. Since then\, FIFAfrica’s expanding footprint has seen it being hosted in Johannesburg\, South Africa in partnership with the Association for Progressive Communications (APC) in 2017 and in Accra\, Ghana in partnership with the Media Foundation West Africa (MFWA) in 2018. \nThe Forum responds to rising challenges to the enjoyment of internet freedom in various countries\, including arrests and intimidation of online users\, internet disruptions\, and a proliferation of laws and regulations that undermine the potential of digital technology to drive socio-economic and political development on the continent. FIFAfrica therefore puts internet freedom on the agenda of key actors including African policy makers\, regulators\, human rights defenders\, law enforcement representatives\, and the media\, paving the way for broader work on advancing online rights in Africa and promoting the multi-stakeholder model of internet governance.”

DESCRIPTION:“The data and methodologies available to social scientists have exploded with the emergence of vast archives of passive data collection\, large scale online experimentation\, and innovative uses of simulation.  These data are of a larger magnitude and methods are of a greater computational complexity than approaches that have dominated political science for the last 50 years. \nThis offers the potential for rich insights into society at scale\, while simultaneously introducing new ethical and infrastructural challenges. In parallel\, the information and communication technologies that have driven these changes are also driving changes in politics\, around the world\, that require study. \nIn order to understand the political world\, it is increasingly important to gain access to the political communication and behavior occurring online. This preconference gathering will offer a forum for political science research in this emerging space. Example relevant topics/approaches include:  analysis of social media; text analysis; use of finely granular geographic data; large scale online experimentation. \nScholars from all subfields of political science are welcome\, as are researchers in other relevant disciplines\, such as computer science\, sociology\, and physics. The meeting will take place 9am-5pm on Wednesday\, August 28th at Georgetown University. \nEveryone who wishes to attend should apply. We welcome applications to present\, discuss or simply participate. We recognize that strength comes through diversity\, and actively seek\, welcome\, and encourage people with diverse backgrounds\, experiences\, and identities to apply and attend. \nThis will be a one day conference with a keynote by Sandra González-Bailón of the University of Pennsylvania. A wide range of subjects for presentations are welcome\, including purely methodologically oriented presentations or applications thereof; synthesis/overviews of research; discussions of ethics and/or data infrastructures; and so on. Papers are not required. \nApplications to present should be submitted by June 3 at our proposal submission page. \nRegister for the conference at our registration page.  Registration is $50 before August 1\, 2019 and $100 after that.  The conference includes breakfast\, lunch\, coffee and snacks. \nPew Research Center is pleased to host two parallel training workshops at their office in downtown D.C. DESCRIPTION:“In 1998\, MIT’s Comparative Media Studies program held the first Media in Transition (MiT) conference and inaugurated a related book series. Research from that first MiT conference appeared in Democracy and New Media\, Jenkins & Thorburn\, eds.\, (MIT Press\, 2003). Now\, twenty years later\, we are organizing the 10th iteration of the event. Much has changed over these two decades\, but the theme “democracy and digital media” is as urgent as ever. Twenty years ago there was no Facebook\, Twitter\, or Netflix. iPhones and Samsung Galaxies had not yet hit the shelves. And Siri and Alexa were still in development. Since 1998\, media have undergone major transition. We have witnessed a shift from Napster to Spotify\, from Web 1.0 to 2.0\, from CU-SeeMe to Twitch TV\, and beyond. We have experienced the rise of social media\, civic media\, algorithmic cultures\, and have seen ever greater concentration of media ownership. The events of 9/11 catalyzed intensified state surveillance and privatized security using various media technologies. Undergirding these shifts have been major transformations in global media infrastructure\, the platformization of the Internet\, and the ubiquity of the mobile phone. \nIn the US\, we also have seen changes in the news ecosystem with the likes of ProPublica and community engagement journalism. At the same time\, public trust in media has dropped from 55% in 1998 to 32% in 2016\, according to a Pew report. For better and worse\, a growth of interest in media ritual and a decline in the more familiar transmission paradigm is underway. Given such changes\, concepts of participation\, trust\, and democracy are increasingly fraught and have been powerfully repositioned. How will our news media look and sound in the next decade? What can we learn from news media of the past? What can international perspectives reveal about the variability and plasticity of media landscapes? How are non-traditional sources of learning\, knowledge production\, and participation reshaping civic spheres? We are interested in how these issues play out across media\, whether as represented in television series and films\, or enacted in rule set and player interactions in games\, or enabled in community media\, music\, social media\, and talk radio. We welcome research that considers these issues in public media and commercial media\, with individual users and collective stakeholders\, across media infrastructures and media texts\, and embedded in various historical eras or cultural settings.”

The impact of social media on democracy and public debate is felt in many other ways: today’s algorithms\, for instance\, tend to encourage the spread of emotionally charged opinions\, and create rabbit holes of converging viewpoints rather that exposing us to conflicting perspectives; the most extreme views or those that express moral outrage also tend to gain more traction than moderate and balanced opinions.
