DESCRIPTION:The Internet is an interconnected network of roughly 70.000 networks\, but there are hardly and binding rules that prescribe _how it works_. Every network can set its own rules. Distribution and fragmentation are foundation concepts for the Internet. In this talk we will explore the governance of this distributed information network and the process of co-production of the norms that make it work. Finally we will ask the question whether and how the Internet infrastructure can be aligned with human rights. \n**Note that this webinar will be recorded.** \nBio: Niels ten Oever\, PhD\, is a postdoctoral researcher at the University of Amsterdam (The Netherlands) and Texas A&M University (USA)\, associated also with the Centro de Tecnologia e Sociedade at the Fundação Getúlio Vargas (Brazil). His research focuses on how norms\, such as human rights\, get inscribed\, resisted\, and subverted in the Internet infrastructure through its transnational governance. DESCRIPTION:Misinformation about the coronavirus pandemic continues to create confusion and contention along scientific and political lines. In this conversation\, Berkeley faculty will help us understand the nature of misinformation in order to assess\, evaluate and engage more effectively with the information resources we consult. They will discuss some of the reasons for the rapid spread of misinformation\, how predictive algorithms often reinforce existing beliefs and stereotypes\, and how current legislation is addressing issues such as partisanship\, accountability\, and human rights. They will also present some new online tools for determining the trustworthiness of news sources\, and for recognizing multiple vantage points of different issues. \nNobel Laureate Saul Perlmutter\, Director of the Berkeley Institute for Data Science and Professor of Physics\, will moderate this webcast conversation with panelists Nick Adams\, a former BIDS Research Fellow and now Founder & Chief Scientist of Goodly Labs\, an organization that provides collaborative online resources and opportunities that enable citizen scientists to engage with publicly available data; Hany Farid\, a professor with joint appointments in UC Berkeley’s School of Information and department of Electrical Engineering & Computer Science\, whose research focuses on digital forensics\, image analysis\, and human perception; and Deirdre K. The pervasiveness of voting-related disinformation before and after the election\, alongside new platform policies to combat it\, has brought to the fore\, as in 2016\, questions about how social media and the online information ecosystem may have affected campaign tactics\, public opinion\, and voter behavior. \nOn December 10\, 2020\, the Stanford Cyber Policy Center will bring together scholars\, tech platforms\, and other key experts to discuss the effect of digital technologies on the 2020 Election. Google and Apple removed Parler from their app stores\, while Amazon removed the site from its cloud hosting service\, putting an indefinite end to Parler’s reach. This panel will discuss the role of social media during the Trump presidency\, including the role of platform policies in fomenting or responding to the recent violence\, the benefits and risks posed by steps subsequently taken\, and what this means for the future of speech online.

DESCRIPTION:The Coronavirus pandemic is on the verge of a turning point\, as the rollout of vaccination programs worldwide brings hope that the disease may finally start to recede. However\, public confidence in vaccine programmes cannot be taken for granted: and in many countries the number of people willing to take a vaccine is lower than the threshold required for herd immunity. One reason for this lack of confidence is the continued influence of the worldwide ‘anti-vaxx’ movement\, which is gaining increasing prominence through its use of social media. \n\n\nAnti-vaccination communities are highly organised on social media and make use of a web of counterfeit news sites to spread misleading health information. They promote narratives that vaccines are harmful\, alter DNA and deployed in order to control people. And outlets that spread foreign state backed propaganda push their own narratives about failing government responses in Europe and miracle cures developed in Russia and China. This information has already contributed to undermining public trust in the Covid-19 vaccines. \n\n\nIn this talk\, we present our most recent research into anti-vaccination communities on social media and their content. This research helps to understand how anti-vaxx content producers operate and how they spread and monetise their content. In our talk\, we offer some quantitative measurements of the anti-vaxx problem\, and review how content spreads on different platforms. We also explain how the producers of this content make money from anti-vaxx ideas\, and offer recommendations and solutions to policymakers and practitioners working in the field of platform governance.
