SUMMARY:Accounting for AI — a Comparison of Methods | Berkman Klein Center
DESCRIPTION:A few years ago\, Finale Doshi-Velez and Mason Kortz – and a squad of collaborators – unpacked explanation as one way to hold AI systems accountable. Many frameworks for AI regulation and best practices have since emerged. \nIn this conversation\, Finale and Mason return to the question of accountability and regulation for AI: What are the options for regulating AI systems in real-world settings? What are the advantages of ex-ante and ex-post monitoring? What roles should different methods of accountability play? How do we strategically use each one? \nThey will reflect on how their views have evolved and consider some ways forward. \n[…]

SUMMARY:The Facebook Files: Are teens and democratic societies at risk? | Shorenstein Center
DESCRIPTION:Over the past two months\, the Wall Street Journal’s “Facebook Files” series has chronicled the ways that Facebook and its platforms favor elites\, harm teenagers’ mental health\, encourage toxicity\, take weak action to stop human trafficking and drug cartels\, suppress political movements\, and ignore the concerns of their employees that Facebook can clean up its act. On Monday\, November 1\, 2021\, the lead reporter of the “Facebook Files\,” WSJ reporter Jeff Horwitz\, will join us in the John F. Kennedy\, Jr. Forum to discuss his groundbreaking reporting on the harm that Facebook may be inflicting on its users and democracy. Dr. Latanya Sweeney\, the Daniel Paul Professor of the Practice of Government and Technology at the Harvard Kennedy School\, will moderate the conversation. \n[…]

SUMMARY:How Status Seeking and Social Learning Shape Political Polarization on Social Media | Annenberg School for Communication
DESCRIPTION:Popular narratives about how social media shapes political polarization emphasize echo chambers\, foreign misinformation campaigns\, and algorithmic radicalization. Yet a careful review of the scientific literature indicates there is surprisingly little evidence that these factors shape political beliefs or inter-group attitudes. Drawing upon multiple field experiments\, large-scale analysis of social media data\, and longitudinal in-depth interviews\, this talk will describe Bail’s new book\, Breaking the Social Media Prism: How to Make our Platforms Less Polarizing. He will offer a new account of political polarization on social media that emphasizes the role of social identity\, status-seeking\, and social learning. \nThis talk will explain how social media distorts how people understand what other people think of them\, and how this prism-like effect pushes social outcasts towards extremism and mutes moderates who do not depend on social media for their sense of self-worth. \n[…]\n\n\n\n

SUMMARY:CDCS Colloquium: Social Media and the Shape of “Man” | Annenberg School for Communication
DESCRIPTION:Inspired by ethnographic work with queer of color users of the platform Tumblr during its heyday from 2010-2015 and using the Tumblr presence of Filipinx transfeminine visual and performance artist Mark Aguhar as a recurring touchstone\, this talk’s provocation is that the assumptive ways in which a social media platform “should” be designed — singular identity\, linear text exchanges\, direct messaging\, traversable connections\, and more — in fact instantiate a model of “Man” that can be traced back to the long violence of European colonialism. Relying on Sylvia Wynter’s invocation of the idea of homo oeconomicus as well as Lisa Lowe’s historical analysis of the colonial-era origins of the modern liberal subject\, this talk excavates these assumptions by advocating for and practicing a critical “close reading of design.” It then offers alternative design examples as opportunities for resisting this logic\, inviting us to imagine digital sociality from a standpoint of interdependence instead of the stance of the assumptive liberal individual. \n[…]

SUMMARY:Mainstream Media is the Problem | Network Science Institute
DESCRIPTION:There is a lot of concern about how the news ecosystem affects public opinion\, political polarization\, and democracy. Most of the research and public debate focuses on overtly fake material\, particularly as it is distributed through social media. But\, the vast majority of news consumption is actual produced by mainstream media\, and the most common mode of consumption is television. Meanwhile\, many key demographic groups consume almost no news at all. Concerns about lack of information or misinformation should focus on where people actual consume (or don’t consume) news\, and the product they are actually consuming: mainstream media. \nDavid Rothschild is an economist at Microsoft Research. He has written extensively\, in both the academic and popular press. His work pushes the boundaries on varying data and methods: polling\, prediction markets\, social media and online data\, and large behavioral and administrative data. His work focuses on solving practical and interesting questions including: mapping and updating public opinion\, the market for news\, effect of advertising\, finance\, and an economist take on public policy. \n[…]

SUMMARY:Credible threat: Attacks against women online and the future of democracy | Centre for Research in Communication and Culture
DESCRIPTION:Activists. Journalists. Elected Representatives. Public Intellectuals. When women are vocal about political and social issues\, too-often they are flogged with attacks via social networking sites\, comment sections\, discussion boards\, email\, and direct message. Rather than targeting their ideas\, the abuse targets their identities\, pummeling them with rape threats\, attacks on their appearance and presumed sexual behavior\, and a cacophony of misogynistic\, racist\, xenophobic\, and homophobic stereotypes and epithets. Identity-based attacks are particularly severe for those women from racial\, ethnic\, and religious minority groups or who work in domains dominated by men. Feminists and women who challenge traditional gender norms are also frequently targeted. This toxicity comes with economic\, professional\, and psychological costs for those targeted\, but it also exacts societal-level costs that are rarely recognized: it erodes civil liberties\, diminishes our public discourse\, thins the knowledge available to inform policy and electoral decision-making\, and teaches women that activism and public service are high-risk endeavors to be avoided. Sobieraj traces these underexplored effects\, showing that when identity-based attacks succeed in constraining women’s use of digital publics\, there are democratic consequences that cannot be ignored. \n[…]

SUMMARY:Lies and Elections | Knight First Amendment Institute
DESCRIPTION:How should the government regulate election-related speech? Trump’s “Big Lie” raises the question of whether lies about election results should be regulated by the social media platforms\, as well as the government. But of course\, these kinds of lies are not the only kinds of election-related lies that raise thorny free speech questions. Can or should foreign actors be able to intervene in electoral speech in the run-up to elections? How much should campaign finance law be used to patrol misinformation and disinformation about election donations and spending? Can there be stricter regulation of election-related speech without that justifying vote-suppressing laws targeting virtually nonexistent election fraud? More fundamentally\, how exceptional should we consider the electoral context when it comes to the regulation of lies? And how do race\, nationality\, and gender play into both election-related disinformation and its regulation?\n\n\n[…]\n\n end article metadata \n end article social \n end article body

SUMMARY:Dr. Casey Fiesler (Colorado Boulder) on Three Lessons Towards Ethical Tech | Barnard Vagelos Computational Science Center
DESCRIPTION:Hardly a day passes without a new technology ethics scandal–from privacy violations on social media platform to biased algorithms to controversial data collection for training facial recognition systems. In computing practice and research\, good intentions sometimes still lead to negative consequences. This talk describes three lessons from my research that inform ethical practices in studying\, building\, and teaching about technology: (1) empirical work towards best practices for research ethics in data science\, including understanding possible harms from data collected without consent; (2) ethical debt (as a parallel to technical debt) in technology design and research as the precursor to the types of unintended consequences that underly ethical controversies; and (3) the importance of empowering everyone to not just create but to critique technology. \n[…]

SUMMARY:Global Disinformation Index – Public Launch of Report & Results for Canada | Digital Democracies Institute
DESCRIPTION:Event featured image\, but exclude link Event content \n\n\nRegister here for the launch event for this highly anticipated event. News websites have financial incentives to spread disinformation\, in order to increase their online traffic and\, ultimately\, their advertising revenue. Meanwhile\, the dissemination of disinformation has disruptive and impactful consequences. The COVID-19 pandemic offers a recent example. By disrupting society’s shared sense of accepted facts\, these narratives undermine public health\, safety and government responses. \nTo combat ad-funded disinformation\, the Global Disinformation Index (GDI) deploys its assessment framework to rate news domains’ risk of disinforming their readers. These independent\, trusted and neutral ratings are used by advertisers\, ad tech companies and platforms\, to redirect their online ad spending in line with their brand safety and disinformation risk mitigation strategies. \nGDI defines disinformation as ‘adversarial narratives that create real world harm’\, and the GDI risk rating provides information about a range of indicators related to the risk that a given news website will disinform its readers by spreading these adversarial narratives. These indicators are grouped under the index’s Content and Operations pillars\, which respectively measure the quality and reliability of a site’s content and its operational and editorial integrity. \n[…]

SUMMARY:Reporting the Capitol Riots: A Conversation with Kadia Goba and Malachy Browne | Annenberg School for Communication
DESCRIPTION:This session will provide an opportunity to discuss the challenges of reporting on Capitol Riots. Kadia Goba was on the ground reporting from inside the Capitol and Malachy Browne used eyewitness footage to piece together events from the thousands of livestreams and posts to social media. We will hear them talk about their experiences from that day and afterwards and what their experiences can teach us about journalism today. \nAbout the Speakers \nClaire Wardle is considered one of the world’s leading experts on misinformation. She leads the strategic direction and research for First Draft\, a non-profit she co-founded in 2015. Over the past decade she has been a Fellow at TED\, the Shorenstein Center for Media\, Politics and Public Policy at Harvard’s Kennedy School\, the Research Director at the Tow Center for Digital Journalism at Columbia University’s Graduate School of Journalism and head of social media for the United Nations Refugee Agency. She graduated from the Annenberg School for Communication at the University of Pennsylvania with her PhD in 2004. \n[…]

SUMMARY:Anti-Asian Sentiment Before Covid-19 | Digital Democracies Institute
DESCRIPTION:Event Listing Header \n\n\nAs many media accounts have recounted\, Stop AAPI Hate reported that anti-Asian violence soared during the first wave of the 2020 COVID19 pandemic. From mid-March 2020 to the end of February 2021\, 3\,795 “Anti-Asian hate incidents” were reported to Stop AAPI Hate. North of the U.S. border in the Canadian province of British Columbia\, “Anti-Asian hate crimes” reportedly increased by 717% in 2020. Focusing on recent developments in social media\, this event will examine the longer historical context of anti-Asian violence\, interrogating why and how sentiments such as “hate” and acts of violence committed by individuals have become the primary framework for understanding Asian racialization. Within this context\, Grace Hong will speak about “Affect\, Sentiment\, and the Human: Love and Hate in a Time of Anti-Asian Violence”\, and Lisa Nakamura will discuss “Women of Color and the Digital Labor of Repair”.\n\n[…]

SUMMARY:Lies and Democracy | Knight First Amendment Institute
DESCRIPTION:“No one has ever doubted that truth and politics are on rather bad terms with each other\, and no one\, as far as I know\, has ever counted truthfulness among the political virtues\,” wrote Hannah Arendt in 1967. Today\, concerns run especially high over the fraught relationship between truth and politics\, as majorities of Republican voters in some polls reportedly believe the “Big Lie” peddled by Donald Trump and many other political and media elites that the election was stolen from Trump through widespread fraud. Much of the discussion of the Big Lie has been ahistorical: It has focused on the strange and disturbing particularities of the present moment. But how unique is this kind of political lie in the United States? What does it reveal about American democracy? And how much of a threat do lies pose to the democratic order? \n\n\n\n end event intro \n\n\n\n\n end article metadata \n\n end article social \n end article body

SUMMARY:Becoming a digital power: Japan’s path for domestic transformation and international influence | Brookings Institute
DESCRIPTION:With the growing risk of the fragmentation of the international digital ecosystem\, prioritizing digital transformation has never been more important for Japan. The country’s digital transformation will largely determine its ability to adjust to profound demographic changes brought on by an ageing and contracting population\, find new sources of competitiveness and drivers for productivity at home\, and consolidate its international role in securing a data governance regime that delivers on the promise of free data flows with trust. Closing the digitization gap has emerged as a central priority for both government and industry as evidenced in the launch of the new Digital Agency. Can Japan overcome the challenges ahead to become a successful digital power? \n[…]

SUMMARY:CARGC Book Talk: Visions of Beirut: The Urban Life of Media Infrastructure | Annenberg School for Communication
DESCRIPTION:In Visions of Beirut\, Hatim El-Hibri explores how the creation and circulation of images has shaped the urban spaces and cultural imaginaries of Beirut. Drawing on fieldwork and texts ranging from maps\, urban plans\, and aerial photographs to live television and drone-camera footage\, El-Hibri traces the histories of how the technologies and media infrastructure that visualize the city are used to consolidate or destabilize regimes of power. \nThroughout the twentieth century\, colonial\, economic\, and military mapping projects helped produce and govern its spaces. In the 1990s\, the imagery of its post-civil war downtown reconstruction cast Beirut as a site of financial investment in ways that obscured its ongoing crises. During and following the 2006 Israel/Hizbullah war\, Hizbullah’s use of live television broadcasts of fighting and protests along with its construction of a war memorial museum at a former secret military bunker demonstrate the tension between visualizing space and the practices of concealment. \nOutlining how Beirut’s urban space and public life intertwine with images and infrastructure\, El-Hibri interrogates how media embody and exacerbate the region’s political fault lines. \n[…] \n

SUMMARY:Annenberg Conversations on Gender: From Algorithm Audits to Accountability | Annenberg School for Communication
DESCRIPTION:In this conversation\, Duncan Watts and Danaë Metaxa will discuss Metaxa’s research using algorithm audits to measure gender and racial bias in online services such as Google Images. In addition to exploring the relevance of Metaxa’s work to algorithmic systems\, the discussion will also touch on the importance of reconciling the sometimes competing epistemic values of computer science and social science\, as well as the clash between the general and the particular. Finally\, they will discuss the relationship between a researchers’ own identity\, the work they choose to do\, and the way both are perceived in a sometimes hostile professional environment. \n[…]\n\n\n\n  \n\n

SUMMARY:Saving the news | The Brookings Institution
DESCRIPTION:The news industry in the United States is grappling with many serious and simultaneous challenges\, including massive declines in the number of staff and outlets\, perceptions of bias and blame for increasing political polarization\, and displacement by opinion and even disinformation. Growing numbers of communities lack any local news\, and online platforms draw ad revenues and attention by elevating what outrages or sorts users into separate communities. The very ideas of facts and objectivity are under assault. How can we reverse these trends and improve America’s news and information ecosystem? \n[…]

SUMMARY:Transatlantic data flows: What’s next after the EU-U.S. Privacy Shield? | The Brookings Institution
DESCRIPTION:As digitization increasingly shapes the scope of U.S. international trade\, regulations and policies regarding cross-border data transfers carry significant economic implications. Yet—as the recent invalidation of the EU-U.S. Privacy Shield by the Court of Justice of the European Union (CJEU) demonstrates—trade\, economic competitiveness\, and free flows of data can come into tension with privacy and security protections. As the European Commission and European Data Protection Board apply the CJEU’s decision to alternative mechanisms for data transfers\, countries around the world are working to update their data protection frameworks with eyes toward the EU’s General Data Protection Regulation. Meanwhile\, the European Commission and U.S. Department of Commerce are discussing a new framework to replace the Privacy Shield and ways to protect the privacy and security of personal information while deriving the economic and societal benefits of cross-border data flows. \n[…]

SUMMARY:Conspiracy Theories with Jen Roberts | Oregon Humanities
DESCRIPTION:The Flat Earth Society. The Illuminati. QAnon. Sometimes it seems like conspiracy theories have been multiplying exponentially\, especially in this time of global pandemic. Why do we gravitate toward conspiracy theories to make sense of the world? What human need do these stories fill? In this program\, we’ll explore some conspiracy theories old and new\, famous and obscure. What common themes do they share? How do they operate as stories and how do they evolve? What’s the difference between a conspiracy theory and myth\, folklore\, and “fake news”? We’ll talk about the mechanics of conspiracy theories as we explore how to determine what’s true\, what’s false\, and whom to trust. \nEmail info@josephinelibrary.org to register for this program. \n[…]

SUMMARY:China’s Long-Term Investments in AI Growth: Bringing the Public and Private Sectors Together | Georgetown’s Center for Security and Emerging Technology
DESCRIPTION:The Chinese leadership has put artificial intelligence front and center in China’s industrial development. As part of this strategy\, they have established: \n1. Industry alliances—collaboration platforms involving local governments\, academic institutions\, and companies; and \n2. Government guidance funds—public-private investment vehicles that mobilize massive amounts of capital in support of strategic and emerging technologies. \nCSET’s Ngor Luong and Ben Murphy have published research examining each of these components of China’s AI development strategy. In “China’s Artificial Intelligence Industry Alliance\,” Luong examined the Chinese government’s AI industry alliance used to foster AI collaboration and\, occasionally\, to pick winners in the country’s AI sector. In “Chinese Government Guidance Funds\,” Luong and Murphy drew on hundreds of Chinese-language sources to perform an in-depth assessment of whether these guidance funds are delivering on their stated goal of accelerating progress in the development of emerging technologies. \n[…]
